Council Approves Controversial Spay and Neuter Law

LAS VEGAS (AP) - The Las Vegas City Council has adopted an ordinance that will require most pet owners to spay or neuter their cats and dogs by 4 months of age.
The ordinance adopted Wednesday is aimed at helping to manage a pet overpopulation problem.
Some criticized the measure, including complaints that 4 months old is too young to spay or neuter a pet.
The ordinance is scheduled to take effect April 1 and will be reviewed annually. The council approved it on a 5-2 vote.
The Lied Animal Shelter takes in about 50,000 animals a year and euthanizes about half of them because owners or new homes can't be found.
The ordinance provides exceptions for people with certain permits, like breeders, and for pets that qualify for a temporary or permanent medical exemption.
