LAS VEGAS (AP) - A grand jury that heard evidence decided not to indict a Las Vegas police officer who opened fire and killed an unarmed and disabled Gulf War veteran in a car pinned with its tires spinning between two police cruisers a little more than a year ago.

Las Vegas Police Protective Association director Chris Collins says the grand jury decision in the Stanley Gibson case shows there was no criminal action or intent on the part of Officer Jesus Arevalo.

Gibson's brother tells the Las Vegas Review-Journal (http://bit.ly/V89JhF ) he believes there's a lack of accountability for police involved in fatal encounters.

Police say a plan to break a car window and use pepper spray to end an hour-long standoff went awry when Arevalo opened fire with a military-style assault rifle.
