NORTH LAS VEGAS, Nev. (AP) - North Las Vegas city officials are asking unions to let it delay or cancel employee cost-of-living raises for a year as a budget-cutting move. The talks come after city of Las Vegas employees agreed to have their cost-of-living raises reduced by 1 percentage point this year. North Las Vegas City Manager Gregory Rose says he hopes to save about $13.5 million in his city with the unions' help.
