LAS VEGAS (AP) - The Las Vegas City Council is set to review a 28-page plan for medical marijuana licensing in the city.

A committee of three councilmembers did not make any changes to the plan Monday but approved it with the understanding that their concerns would be addressed by the full council.

Councilman Frank Hawkins told the Las Vegas Review-Journal that he's concerned about the plan's restrictions on advertising and a caretaker picking up the drug for a patient unable to travel.

The plan includes restrictions such as barring distributors from paying employees with marijuana products or creating customer reward programs or drive-thru windows.

Residents and prospective dispensary owners offered suggestions and concerns at Mondays' meeting.

The full council is expected to make final decisions about the plan at a Wednesday meeting.
