Rand Paul: GOP Needs to Become a 'Bigger' Party

WASHINGTON (AP) - Kentucky Sen. Rand Paul says Republicans can win in heavily Democratic states like California by appealing to a more diverse group of voters and people who don't always agree on every issue.

Paul said in a speech at the Ronald Reagan Presidential Library in California that the GOP is consistently losing on the West Coast and in New England and there's a need for a "bigger, more inclusive party."

Paul says Republicans should not "dilute" their message but need to court Hispanic and black voters and appeal to voters on issues like the environment and education where Democrats have held advantages in the past.

The potential 2016 presidential candidate says the party can be big enough that it connects with people who don't agree on every issue.
