WASHINGTON (AP) - Defense Secretary Chuck Hagel says he sees no simple answer to why the U.S. military is suffering so many ethical lapses. Nor has he determined the depth of the problem.
He told a Pentagon news conference Friday that he intends to find out and to fix the problem.
Hagel said he appreciates that most members of the military live up to expected standards of morality and ethics. But he pointedly noted that some are falling short.
Separately, Hagel announced that President Barack Obama has nominated Robert Work to be deputy secretary of defense, replacing Ashton Carter. Carter resigned in December. Work is a retired Marine officer and currently the chief executive officer of the Center for a New American Security, a Washington think tank.
