WASHINGTON (AP) - Mayor Michael Bloomberg's ambitious plan to save New York City from rising seas brings into focus a shift in approach on global warming.

The conversation is no longer solely about how to save the planet by cutting carbon emissions. It's becoming more about how to save ourselves from the warming planet's wild weather.

For years, activists and officials fought against rising global emissions of heat-trapping gases - and lost. Now governments around the world are emphasizing coping with the effects of a warmer world.

It's called adaptation. Experts say it's about as sexy as insurance - but just as necessary.
