ISTANBUL (AP) - The U.S. and Turkey are setting up a structure to plan for worst-case scenarios in Syria.
Meeting with her counterpart in Instanbul today, Secretary of State Hillary Rodham Clinton says they need to be ready in "the horrible event" that chemical weapons are used.
Clinton says the U.S. and Turkey will form a working group to coordinate military, intelligence and political responses to deal with medical emergencies and a flood of refugees fleeing Syria if there were a chemical attack.
