KABUL, Afghanistan (AP) - The Taliban is vowing to use "every possible tactic," including suicide and insider attacks, in a spring offensive it plans to launch tomorrow in Afghanistan.

The militant group's leadership is vowing to inflict heavy casualties on what they call "foreign transgressors."

Afghanistan's defense ministry says its security forces are prepared for the Taliban campaign. In a statement, it says the Afghan army has built trust and support among the Afghan people.

Meanwhile, NATO says a plane crash in southern Afghanistan has killed four international service members. The alliance says initial reports indicate there was no enemy activity in the area at the time.

April has already been the worst month for combat deaths so far this year. An Associated Press tally puts the toll of civilians, Afghan security forces and foreign troops at 261, while 217 insurgents have been killed.
