Toronto Mayor Rob Ford, who not only admitted to smoking crack, but made inane public statements and walked into everything from cameras to other elected officials, had a higher approval rating in November than President Obama. Could it be that Canadians are too forgiving or are we too tough on our elected officials -- or both?

TORONTO (AP) - A report released by Toronto City Hall says Mayor Rob Ford was intoxicated at City Hall this past St. Patrick's Day and made a threat against a guard who had reported the mayor for similar behavior two years ago.

The report released Friday says Ford visited the desk at City Hall on March 15 and handed out St. Patrick's Day beads. The report says that using slurred speech, Ford threatened to "get" a guard who reported that on St. Patrick's Day two years ago, the mayor was walking around City Hall with "a half empty bottle of St-Remy French Brandy."

Ford took a leave of absence this week and checked into rehab after a report surfaced of a video apparently showing him smoking crack last weekend.
