CARSON CITY, Nev. (AP) - A state judge has ordered the Nevada Division of Insurance to release some documents sought by two media groups involving the backgrounds of workers hired as navigators for the state health insurance exchange.

Carson City District Judge James Wilson ruled from the bench Thursday.

Wilson also ordered the state to pay costs and attorneys' fees, saying the division's delays in complying with the public records law amounted to stonewalling.

The records are being sought by conservative magazine National Journal and the Las Vegas Review-Journal. Media attorney Don Campbell argued some navigators hired to assist consumer sign up for health insurance have criminal backgrounds and are being given access to personal information of others.

Lawyers for the division say they may seek a stay of the order while considering an appeal.
