CARSON CITY, Nev. (AP) - Rep. Steven Horsford says Nevada needs to do more to ensure it receives its fair share of federal funding.

In a speech Tuesday to the Nevada Legislature, the Democratic congressman noted a Brookings Institution report that ranked Nevada last in grants per capita and 49th in grant dollars per capita.

Horsford says not only is Nevada not pursuing available grants, but the state doesn't invest enough in schools and universities to qualify.

He urged state lawmakers to develop a long-term, stable budget to adequately fund schools and expand a grant writing office created in 2011 to seek out available funds.

Horsford previously served as Senate Majority leader in the state Senate.

He ran for Nevada's newly created 4th Congressional District seat last year and defeated Republican Danny Tarkanian.
