SPARKS, Nev. (AP) - An ethics panel had determined Sparks Councilman Phil Salerno should face a full commission hearing on allegations he violated ethics laws by not disclosing businesses ties with one big casino when he voted against another casino project.

Developer Harvey Whittemore filed the complaint after Salerno voted against his Lazy 8 casino project in Spanish Springs.

Salerno's printing company has a business relationship with John
Ascuaga's Nugget, which opposed Whittemore's project.

Salerno denies his ties to the Nugget influenced his vote.

Whittemore also has a lawsuit pending against the councilman.
