SAN FRANCISCO (AP) - More than 150 pro-union demonstrators gathered on the steps of San Francisco's City Hall in the first of at least two protests planned in the city on May Day.

Wednesday afternoon's protest included an inflatable rat carrying a bag of money and wearing a hat that read, "Safety Last."

The crowd, most wearing shirts representing their unions, criticized local construction projects, saying they had not hired enough union members.

A rally and march focused on immigration legislation being considered by Congress is planned for 3 p.m. in the city's Mission District with a rally later at the Civic Center.
