Settlement Reached for Popular Surf Spot

Half Moon Bay has hammered out a settlement with a developer whose property was inadvertently turned into protected wetlands.

The deal lets the city avoid paying a court-ordered $36.8 million to the developer, Charles "Chop" Keenan, for damage to his 24-acre property caused by a city drainage system.

Instead of paying the award, Half Moon Bay has promised Keenan it will get special legislation passed allowing him to build 129 lots on the property on the property and another parcel.

If the city doesn't come through by 2011, it will be on the hook for $18 million.
