A marijuana shop owner who faces drug and weapons charges is a fugitive for the second time after failing to appear for a court hearing.
Louis Wayne Fowler, 53, was scheduled to plead guilty Friday in U.S. District Court in Sacramento to manufacturing at least 1,000 marijuana plants. A judge revoked his $250,000 bail.
Fowler was also a fugitive for three years in the 1980s when he fled to Arizona before his $5.1 million embezzlement scheme was detected. He later served seven years in prison after his conviction in the scheme at the State Water Resources Control Board.
His attorney, Johnny Griffin III, told the judge the electronic tracking device Fowler was wearing around his ankle was found at his home Friday.
