Officers responding to the report of the attack spotted 44-year-old Camper and his girlfriend in a car and pulled them over.
Police say the girlfriend was apparently unaware of the stabbing.
Camper was booked on one million dollars bail.
He was also arrested on investigation of cruelty to a child because a 4-year-old witnessed the stabbing.
