RENO, NV - Reno fire investigators and hazardous materials crews say a white powder delivered to the federal courthouse in downtown Reno has been identified as sugar.

Reno Police Officer Tim Broadway says the white powder was found in an envelope delivered to the third floor early Thursday afternoon.

Two people were near the powder when it spilled from the envelope, whose origin and destination aren't clear. 16 people were briefly quarantined in the building as a precaution.

Stewart Street was closed between Virginia and Center Streets to make way for emergency crews.
