WASHINGTON (AP) - House Republicans say they will introduce
legislation to extend payroll tax cuts through the end of the year, even though bipartisan talks are stalled on a plan to make sure the cost doesn't add to federal deficits.

The leadership said in a written statement the bill will allow some unemployment benefits to expire as scheduled at the end of the month, and leave in place a planned cut in fees to doctors who treat Medicare patients.

The statement accused congressional Democrats of failing to bargain in good faith on an overall compromise. It was issued by
Speaker John Boehner, Majority Leader Eric Cantor and House GOP
Whip Kevin McCarthy.

Without action by Congress by the end of the month, payroll taxes will rise for 160 million Americans.
