Dozens of bar and restaurant owners, police and residents crowded into a small room to address what some consider a large problem, drinking in the downtown corridor.

"It's a larger problem than most people understand,” Lt. William Rulla said. “Enforcement doesn't always solve issues. I can arrest someone and four hours they are back on the streets."

"There's worry that there is outrage,” Ryan Gold, co-owner of the Imperial Bar and Lounge said. “The public perception is downtown Reno has become a scary, horrible place and I personally don't see that."

But what the “Downtown Alcohol Advisory Committee” is eyeing is ways to curb patrons from partying a little too hard. While nothing has been decided, some of the suggestions mentioned include more police, increasing fees or fines for rowdy revelers and capping liquor licenses.

Board member Ken Brown says everyone would have to get a fair shake.

"For me personally it's all or nothing,” Brown said. “If it deals with anyone serving alcohol, everybody has to be affected by it. I don't think you can rule anybody out of the equation."

And it adds up to change.

"I think there's a culture that's been created down here over the last few years that has allowed this behavior to happen," Lt. Rulla said.

"To me,” Brown explained, “it seems like people don’t care, jail time doesn't seem to scare them, fines don't seem to scare them, we need to come up with something that will make them rethink their behavior. If we can find that, it will go a long way to solve a problem."

A lot of establishments close around 3 AM, but there are a few that close earlier, around 1 AM. One bar owner compared that time to the “witching hour,” where things just start to get strange after that time.

well i can understand the concern but i think that us not having a open container law on the strip as they do in vegas could be a big part of it we are making a big deal about people going out downtown and spending money it doesnt make sense our economy is so bad here in reno and now we are trying to take more away from local bar and restuarant owners i think if we start to watch a little more and cut patrons off sooner it wont effect things as much
