NV Governor Vetoes Four-Day Work Week Bill
Gov. Jim Gibbons vetoed a bill Thursday that would have implemented four-day workweeks and tightened furlough requirements for state workers, saying state lawmakers went beyond his cost-cutting proposals.

CARSON CITY, Nev. (AP) - Gov. Jim Gibbons vetoed a bill Thursday that would have implemented four-day workweeks and tightened furlough requirements for state workers, saying state lawmakers went beyond his cost-cutting proposals.
SB3 was a cornerstone of measures lawmakers approved during a six-day special legislative session to fill an $805 million budget deficit.
The bill established four-day, 10-hour workweeks for most state agencies beginning July 1 and required any employees granted exemptions from a one-day-per-month furlough to instead take a 4.6 percent pay cut.
But in his veto message, Gibbons said the bill is unworkable, doesn't provide flexibility and would actually cost the state time, money and manpower to implement.
Gibbons, who filed for re-election Thursday, told reporters afterward that he would seek to implement many of the bill's measures through executive orders or regulations.
He also took exception to a provision that would have required the Legislature's Interim Finance Committee to approve any exemptions to the furlough mandate, saying that violates separation of powers between the legislative and executive branches of government.
The first-term Republican also had proposed eliminating shift differentials and 5 percent salary incentives provided to some state workers, but in the bill, lawmakers reinstated them for any employees who received them by Feb. 23.
"I called upon the Legislature to make fiscally responsible reductions to the state's spending," Gibbons said. "Recalling my directive will actually cost the state millions of dollars."
Gibbons also said he planned to sign AB6, the appropriations bill passed by legislators, on Friday despite concerns over funds being taken from Clark County entities, particularly $62 million the state is taking from the Clean Water Coalition.
The coalition and some southern Nevada casinos that paid big sewer connection fees to fund a huge regional wastewater project that has since been put on hold have said they are considering suing if that money is taken to pad the state general fund.

Why the veto? he suggested it and then tries to say the legislature did the wrong thing. I think this individual is more than out of touch. So now what is he going to try and do to save the money that closing state offices one day a week would have saved. He must have thought it would work since he suggested it in the first place. What is he thinking about? Not Nevada
Of course Gibbions is so out of touch and to think he is going to get reelected i dont think so.He is not even going to win his parties nomination.So called special session to look good waste money and veto what was set up. Yes the Gov is Totaly out of touch. He will end up getting his in the end while the rest of our state sits in last on every list because he does not want to do anything
Like him or not at least he is thinking like a business instead of a Gov arm that writes checks it cant cash
