Decades after it was first proposed the Galena Creek Bridge is still unfinished, over budget, and the subject of debate. So, why is it being built in such and obviously difficult location.

Decades after it was first proposed the Galena Creek Bridge is still unfinished, over budget, and the subject of debate. So, why is it being built in such and obviously difficult location.
Most probably know they're looking at a new route for Interstate 580, the freeway between Reno and Carson City. Many may know its construction has been plagued with difficulty. What they may not know is this difficult and expensive route is the result of a long acrimonious debate and a compromise decision more than 2 decades ago. It was an early test of the environmental impact process. In this case it added years of delay and millions to the project's cost., all because of public input.
