SACRAMENTO, Calif. (AP) - Former New York City Mayor Rudy
Giuliani received a warm welcome today from California G-O-P
activists in Sacramento.

Giuliani spoke for nearly 45 minutes to the state Republican
Party convention. He touched on health care, crime, terrorism and
Iraq. Giuliani mocked inaction in Washington, saying he would be a
decisive leader.

Giuliani said his experience as New York mayor "prepares you as
best you can be prepared to be the president of the United
States."

On a day when Illinois Senator Barack Obama announced his
presidential bid by invoking Abraham Lincoln, Giuliani said that
legacy really belonged to Republicans.

Said Giuliani: "As Republicans, we're the party of freedom.
We're the party of Abraham Lincoln."
