I'm sorry I think the Home owners ahould have done there Due Diligense before they purchased there homes. Also the builders should be the ones that get sued for not disclosing the fact that the irrigation ditch was there. And of course the BOR for not making sure the ditch was safe..The government is really good at passing the buck to others!!
