Hanging around with an armful of spray paint cans would be enough evidence for a graffiti citation, even if no tagging were being done, under a proposed ordinance that comes before the Reno City Council on Wednesday.
The measure also would prohibit the sale of spray paint and other graffiti materials to minors. It would be one of the final pieces of a plan to fight graffiti that have developed over the past two years.
With the plan nearly complete, Reno police say it appears they are finally making progress in the war on graffiti. They say summer months usually are busy, but the number of incidents since July has been down.
Police concede, however, that many graffiti incidents go unreported.
