RENO - While the recession continues, many local organizations are looking for ways to supplement their income, and there's an ugly rumor going around.

Many of our local residents are complaining that there have been a lot of traffic tickets issued in our area lately, and some wonder if our local police may be ticketing for profit.

On the national scale, there is a study that was done by the Federal Rserve Bank of Saint Louis. It shows that more traffic tickets are issued in the year following an economic downturn. The results suggest that tickets are used to make money, rather than just increase public safety. We asked our local police whether that perception is true here.

Sergeant Pat Dyer supervises the traffic division for Sparks PD. He says the number of traffic tickets issued in Sparks has nothing to do with making money for the city, but everything to do with keeping the streets safe.

"Our job is to enforce traffic laws. The laws weren't written by the police department. The were pushed through by the public and elected officials. It's a danger to the community when people speed, run stop signs, run red lights," said Dyer.

Dyer doesn't yet have statistics for the number of tickets issued in 2008, but says he guesses they'll be very similar to the 2007 numbers.

Business at Reno Justice Court tells a different story. The Chief Citation Clerk says she's seen a major increase in ticket payments in the past few months. Her office only deals with tickets issued in the County. That includes both Highway Patrol and the Sheriff's office.

In the fourth quarter of 2007, there were 5,156 tickets issued. For the same period in 2008, there were more than 7,600 issued. That's a nearly 2500 ticket increase.

For November of '07, there were 1,491 citations issued. In '08, that number jumped by more than a thousand, to 2,567.

From December 2007 to December 2008, the ticket numbers increased by about 600, from 1,524 to 2,125.

While there is controversy about when the recession officially began, the National Bureau of Economic Research says it was in December of 2007. Locals out paying their traffic tickets say it's just a little too convenient.

"It's ridiculous because of the economy. These cops are here to serve and protect. It's like, 'yeah right.' I'm here to serve you and get your money," said Mynor Morales of Reno.

"I think it's good. I'm glad it's going toward something," said Joe Concialidi of Sparks.

"I can't say I blame them to be honest with you," said Tommy Floyd of Reno.

But representatives from all local police agencies insist, there is no correlation between traffic tickets and the economy. They say other factors like holidays, special events, and even officer vacations may contribute. And Sergeant Dyer even has his own statistics to show that pulling people over, really is making a difference.

"We had 13 fatal traffic accidents in 2007. Due to our focus on high accident locations in 2008, we were able to drop that number to 3," said Dyer.

The citation clerk at Reno Justice Court says the average fee she sees in her office is around $190.00. If there are a number of violations on the ticket, it could be even more than that.

She couldn't estimate exactly how much money total is going back into our local cities and counties. But she did say that the revenue that comes in from the citations goes back to the location of the agency that issued it.

Sergeant Dyer from Sparks PD says he doesn't think the police department really sees much of that money at all, but that the majority of it is used to pay court and administrative fees.

I recieved a ticket for speeding and I was not speeding infact a white car was following me and I was concerned. A truck in front of me on Wells Ave was doing about ten miles an hour so I proceeded to go around him with the proper lane change when suddenly the same white car comes behind me and scared me not knowing who it was so I moved out of the way ,next thing I know I get a ticket for speeding and now there is a Light on top of the car. Bingo it was a police car. He said I went through a red light which was not the case. I sat there waiting for the light and watched it change green. The he was telling me I had tinted windows and did a test and said I was close to having to take this off my window. I told him that was kia who put that on the car not me.I asked him beings he was following me a half mile back how did he not notice me sitting there so long for the light change and where is the video? as I wanted to see the truth.Thats why I got out of his way ,scared me to death

Sometimes it is better to keep up with traffic, because when traffic has to break for those going the exact speed limit, it becomes more dangerous. This depends of course on the speed limit, location, time of day/night, etc. but still, I figure that anyone who wants to go the exact speed or slower needs to stay in the right lane, and leave the left lane open for those traveling faster!!

Bottom line, if you speed, you deserve a ticket. I am tired of those who think they are race car drivers and just put those of us that obey the law in jeapordy all the time. The law is there for a reason, you break it, you pay it, period.

No question their writing tickets "for profit." I was issued a citation last month after 25 years of clean driving.

Gee what part of don't speed or tailgate is is that people can't understand. The last time we had that bad snow and ice storm i was driving in to work early morning and has a car about 6 feet from my rear bumper until they passed me at who knows what speed. I was really hoping to pass them in the ditch before they killed someone but no such luck. The police are out there to keep the knuckle heads at bay and i applaud them for trying. All police departments please don't let a few people discourage you.

it all revolves back to the integrity of the officer. If there is a crackdown or a dep[artmental push to issue more tickets, what is to stop tickets from being issued for offenses that didnt actually happen? Nothing. and the "system" favors the law. you got to court to fight, already your out work, etc. then, as most well know, an officer will be preceived as "more honest" than an average citizen. ther is no balance and no way to fight an unjustly issued ticket. this is not to say that all cops are doing it, but it happens, even in normal times, and as would probably happen, if there is an increase in ticketing, its only natural to see an increase in unjust ticketing as well, if not more so.

I think the number of NHP officers in this city has been out of control for years. they call this the biggest little city in the world for a reason, when u speed through little citys u get tickets for the local good for nothings. NHP has a choke hold on 80 and 395 that is impresive.

In north reno, off old north virginia road. I see some of the people who live off of coggions road. The way the drive in a 25 mph speed limit. I believe they sure need speeding tickets. And people who drive 395, speeding and tailgating other drives. Yes, I believe there is need for nevadan drive to get tickets. FOR TAILGAITTING & SPEEDING IN 25 MPH AREAS. WHAT MAKE NEVADA SO SPECIAL?

Who cares if they are writing more tickets. If you are breaking traffic laws, you deserve a ticket. If you get a ticket but are not guilty of a traffic violation, then it can be fought in court. But lets face it, whenever you get a ticket, who really believes that they deserve it. We all complain about how unfair it was that the cop pulled us over and gave us a ticket. Drive like you are supposed to (and we all know how we are supposed to drive) and you won't have a problem.

DON'T BREAK TRAFFIC LAWS AND YOU WON'T GET A TICKET!!! I think that's pretty simple isn't it! I think the guilty ones are the ones complaining...all you have to do is read the comments. If all of the sudden all of the unsolved murders in the country have been solved, is it done to generate revenue or to make the public safer? If your not breaking the laws of the country then you don't have anything to worry about.

In the old days during prohibition the strong arm was NOT the law. Back then it was called Extortion Money, when the strong arm came by to collect your protection money. Today that has turned into what I call Legal Extortion Money. This is when a legal form of taking money from you is created, but you get to keep your teeth!

It's pretty simple. Keep your vehicle in "legal condition" and don't break the law. Do both and you have no reason to be pulled over. Take the bus or a driving refresher course if you're having problems.

I have received two tickets in 2 months. The first time I have had a ticket in 15 years. When I went to court in Sparks, at the court house by the 80 freeway I asked the clerk if she has seen more tickets written. She held her hands about a foot a part and said she has never seen so many tickets being written in the last few months. I was guilty of one ticket and not guilty of the other violation. It does appear to me that there is a lot more traffic patrolling going on in Northern Nevada.

YEAH RIGHT! There are TONS of cops around, in CA too, and they're writing tickets like mad, because it all goes into the (now sparse) general fund. I don't blame the cops-they're being leaned on heavily to turn tickets into a revenue generator. There have been cases where cops have LIED outright about speed, such as a poster on a local forum who says he was going 67 and pulled over by an NHP who said he was going 91, but was written a ticket for "only" going 75. Also, another man went through a yellow light (legal) and was ticketed for running a red, even though the light was yellow for two seconds after he cleared the intersection. Both times the men were ordered to pay despite GPS proof of speed in the speeding case. The state is so desperate for revenue that they're looking to extract it by force. It would be more honest to just raise taxes. Citation "bail" is a hidden, regressive tax.
