Hey, last Winter ended wimpily, but, we ended the Winter season at 89% of "normal" snowpack--this thanks to early and heavy snowfalls. To say it was a dry winter is simply misleading and priming the public (rightfully) to cut down on useage and (wrongfully)preparing us for higher rates.
