I think the board should do an extensive amount of research before entering into this agreement. I have been studying the water bottling industry extensively for the last 5 years. Nestle Waters signed a contract with our local water board to extract millions of gallons of our water for the next 100 years....all this for 3/100's of a cent for the duration. T.Boone Pickens, in Texas, is buying up all the water rights everywhere he can. Water is the new oil. Read "Blue Gold" and other materials before you give away what belongs to you.
