The proterstors gathered after a morning of steady rain, and waved signs that said, "Full rights for all immigrants."
Police saif there were no arrests and the crowd was orderly.
The Costa Mesa City Council approved a policy that would give local police in certain cases the authority to enforce federal immigration law.
