Nevada's second-largest city is adopting
new rules to curb the proliferation of payday loan and
check-cashing centers. Henderson's new ordinance expands the
distance between the centers -- which typically offer short-term
loans at high interest rates. City officials say they're concerned
that the city's got 31 of the businesses in town -- including six
that have opened in the last year and a half.
