The Reno City Council will hold a public hearing tomorrow (Wednesday) on a proposed development north of the city that critics say represents all that's wrong with urban sprawl.
But backers counter that the proposed 12,000-home Winnemucca
Ranch project west of Pyramid Lake will be a model for smart
development, incorporating wildlife conservation, renewable energy
and residential and commercial amenities.
Council members will consider zoning for the development that is
within the city's annexation area but 30 miles from downtown.
Opponents filed a lawsuit in March seeking to overturn a Special
Planning Area designation allowing Reno's annexation of the

the Nov. 4 ballot to ban "leap frog" annexations and water
importation from outside the county.
