The wanted suspect is named James Williams, the Third. He's 22 years old and is described as a black man, 5 foot, ten inches and three hundred pounds.

The intent of the ankle bracelet is to keep inmates confined to home or to work. A thick rubber band is locked on to one's ankle with a monitoring--and sometimes GPS device.
A company based in Orange County, California monitors the activity of Washoe County inmates and alerts local law enforcement when there's a problem, like someone out of boundaries or an escape.
Currently, there are 85 inmates in the county under this program.
The Sheriff's Department admits that the devices are not fool-proof, but still, they call the house-arrest system effective and with a good track record.
