The proposal by Michigan Democrat John Dingell would boost the federal gas tax 50 cents a gallon.
Dingell figures it would raise money for green programs while discouraging unnecessary driving.
Heller says informal polls he conducted during town hall meetings in Nevada show no appetite for Dingell's idea.
Dingell is the 81-year-old chairman of the House Energy and Commerce Committee.
