CARSON CITY, Nev. (AP) - Two Nevada Ethics Commission members
were substituted for two other members to conduct a Sept. 11 hearing on a complaint over a big property tax break for Republican Gov. Jim Gibbons.
The complaint now will be reviewed by prominent businessman Tim Cashman and former state legislator Erik Beyer. They replace commissioners Paul Lamboley and Mark Hutchison.
The switch was needed after Lamboley stepped down because of his
concerns that the hearing process wouldn't appear neutral with him
on the panel. He's a former state Democratic Party chairman and the
complaint was filed by Travis Brock, the party's executive director.
Cashman filled in for Lamboley as the Democrat on the panel and Beyer replaced Hutchison as the Republican. State law requires a party split on such panels, which determine whether there's sufficient cause to send a complaint to the full commission.
Also, the Ethics Commission's chairman and vice-chairman can't be on the same panel. When Cashman, the vice-chairman, replaced Lamboley, that required a substitute for Hutchison, the chairman.
