RENO, Nev. (KOLO) - Sept. 7 update:

The Reno Police Department has finished its investigation of a double homicide that happened June 19 on Purple Sage Drive in Stead and said it does not believe criminal charges will be filed.

Byron Cisneros and Jordan Buggs, both 21, died in the shooting.
Police said Cisneros agreed to meet someone and conduct what they only described in a Thursday statement as a “personal transaction.”

Cisneros and Buggs arrived at the meeting on Purple Sage Drive in one vehicle and Cisneros had a concealed gun when he met two people in another vehicle, police said. Cisneros got into the back seat and then sent what police called an electronic message to Buggs that the doors were unlocked and Buggs emerged from his vehicle with a gun and with a bandana over his face, police said.

Buggs approached the vehicle with Ciseneros and the two other people and pointed his gun at the person in the driver’s seat. Cisneros then pulled out his concealed gun and also pointed it at the person the driver’s seat and demanded property, police said. The person sitting in the passenger seat grabbed Cisneros’ gun and struggled for the gun, police said. Meanwhile, the person in the driver’s seat pulled out his own gun and shot Buggs and Cisneros several times.

A witness told detectives that Cisneros and Buggs said they were going to commit a robbery and left with guns.
