Schwarzenegger After-School Program Ties Up Budget

SACRAMENTO, Calif. (AP) - California's nonpartisan legislative analyst says voters should reconsider some of the billions of dollars tied up in ballot measures they have approved in recent years.
Chief among them is the after-school measure that launched Gov. Arnold Schwarzenegger's political career. It is now one of many programs contributing to the "autopilot spending" the Republican governor often complains about.
The Legislative Analyst's Office this week said California will face a $21 billion deficit over the next year and a half. It recommended scaling back or repealing Schwarzenegger's after-school initiative, Proposition 49, which voters approved in 2002.
The measure authorizes up to $550 million a year in funding for after-school programs but does not provide a dedicated funding source.
